{"id":13396,"date":"2010-09-15T17:11:52","date_gmt":"2010-09-15T15:11:52","guid":{"rendered":"https:\/\/mamchenkov.net\/wordpress\/?p=13396"},"modified":"2010-09-15T17:11:52","modified_gmt":"2010-09-15T15:11:52","slug":"yaroslavl-roadmap-10-15-20","status":"publish","type":"post","link":"https:\/\/mamchenkov.net\/wordpress\/2010\/09\/15\/yaroslavl-roadmap-10-15-20\/","title":{"rendered":"Yaroslavl Roadmap 10-15-20"},"content":{"rendered":"<!-- google_ad_section_start -->\n<p>There were plenty of news recently about Russia in general and its president Dmitry Medvedev in particular taking steps towards building up some technology innovation in the country. \u00a0Medvedev visited a number of technology companies in the Silicon Valley. \u00a0And there were a few announcements about some sort of technology center being built in Skolkovo, next to Moscow.\u00a0Most Russians that I&#8217;ve talked to about this are very\u00a0skeptical\u00a0(me included).<\/p>\n<p>In fact, I&#8217;m not even interested on how this project goes now and who is involved with it. \u00a0At least, not in Russia. \u00a0But there are some interesting developments internationally. \u00a0 One example in particular that I want to mention is Yaroslavl Roadmap 10-15-20.<\/p>\n<p>As part of the Skolkovo project, Russian government requested some expert help on figuring out the best approach and course of action. \u00a0One source of such expert advise came from the <a href=\"http:\/\/www.nyas.org\/AboutUs\/MediaRelations\/Detail.aspx?cid=7cd4c4fb-3977-400d-b515-73b35d8ba68d\">New York Academy of Science<\/a>. \u00a0In fact, I think they have done some spectacular research and managed to summarize it in a very concise report. \u00a0They titled it &#8220;<a title=\"Yaroslavl Roadmap 10-15-20\" href=\"http:\/\/www.nyas.org\/yaroslavlroadmap\" target=\"_blank\">Yaroslavl Roadmap 10-15-20: 10 Years to Implement, 15 Steps to Take, 20 Pitfalls to Avoid\u2014International Experience and the Path Forward for Russian Innovation Policy<\/a>&#8221; (PDF, 3.7 MB, 128 pages).<\/p>\n<p>In essence, it is a very compact review of how technological innovation was formed and grown in Israel, Finland, Taiwan, India, and USA. \u00a0It summarizes they key points, successes and failure. \u00a0It also briefly describes the specifics of each country and how those specifics affected the chosen path. \u00a0It then describes the key specifics of Russia. \u00a0Once all that is done, a roadmap is presented, with both generic bullet points and a time table of steps that have to be taken.<\/p>\n<p>And even if my feeling is that this whole work will be completely ignored in Russia, I still think that the report has plenty of interesting information for a lot of other people. \u00a0If you work in, with, or near technology, you should download the PDF and at least scroll through it. \u00a0If you ever were interested in Silicon Valley, how it came to be, and if or how it can be created somewhere else, then you should definitely download the report.<\/p>\n<p>I downloaded it a few days ago and barely looked through it, but even that alone gave me plenty to think about. \u00a0But there is way more than that. \u00a0It needs careful reading and studying, which I will do the soonest. \u00a0Brilliant stuff!<\/p>\n<!-- google_ad_section_end -->\n","protected":false},"excerpt":{"rendered":"<!-- google_ad_section_start -->\n<p>There were plenty of news recently about Russia in general and its president Dmitry Medvedev in particular taking steps towards building up some technology innovation in the country. \u00a0Medvedev visited a number of technology companies in the Silicon Valley. \u00a0And there were a few announcements about some sort of technology center being built in Skolkovo, &hellip;
